As it stands now, members can not view History for edited posts unless they have permission to Edit Any Post.
Now obviously we don't want regular members being able to go around editing someone else's posts.
If a post has been edited, normally regular members can see the Last edited timestamp but they can't see what was edited via History.
The two permissions should be separated:

- permission to Edit any post (restricted normally to moderators and admins)
- permission to view History of edited posts separate and available to regular members
