XF 2.2 Allow anonymous Report Content?

Is there an option to allow a non-member to report content?

We wish to let public users report offending posts.

It would require custom development. With XF means this is not to be done, since in the XF code the UserId is compellingly needed.

Generally, if non-members have a problem with a post they use the Contact form.
