XF 1.2 Administrative Approval

Why is it that some users don't have to be verified by an Admin and some do? I have 7 users that have to be verified and some that are fine?

I don't know why this is...

Looking into it, it seems like the users that require approval have almost spam emails. Like rgierguoeru@gmail.com (not one of them) but maybe it is to prevent spam?

I say that would most likely be the reason.
