XF 2.3 Admin Panel looks strange after upgrade 2.3.6 to 2.3.9

I've got huge black and white icons, plain hyperlink text, and the admin section is basically unusable. Is there someway to reset the Admin section? I'm not really sure how to fix this. There were some Outdated Templates warnings, and I tried to Merge them, but honestly, I'm not sure what I'm doing.

Okay, I found the Rebuild Master Data by pointing my browser to Install... But that didn't fix anything.
I have to ask because it's not very clear to me if you actually ran the rebuild master data or only pointed the browser to it and didn't do anything else. If the latter you must actually run the rebuild tool.

Another thing that you can try is to disable all your third party add-ons and styles. The reason for my suggestion is that there might be incompatibility issues.

Are there any errors in the forum error log or the server error log pertaining to the situation at hand? What about the browser console?
Yes. Luckily, it only appears that the ACP is totally messed up. Like maybe a .CSS file is missing or a link to one is broken?

Okay, I found the Rebuild Master Data by pointing my browser to Install... But that didn't fix anything. I still have the chaotic looking admin panel.. But the first page, with all the buttons looks fine. Just everything else looks messed up..
