Admin Message to Members

I'm planning to start a forum and I'm curious to know whether there's a feature that allows an admin to send messages to all members at once to their emails.

Yes, that's an available function.

However, using a mailing list would be a better idea as most hosts aren't set up for mass mailing, to avoid being blacklisted (which can happen), etc.

I'd suggest using Amazon SES instead. It's cheap/affordable - https://aws.amazon.com/ses/
