Fixed Adjusting existing profile banner image 'skips' on smaller images instead of smoothly scrolling

When uploading a profile banner image or editing an existing one you can scroll up/down to adjust the vertical centering. When trying to adjust an existing profile banner that is a small'ish then the image 'skips' up/down when trying to adjust it instead of smoothly scrolling. When adding the image it scrolls smooth but editing it after skips.

Chrome 84 on Windows 10, occurs both here and on my test install.
