But generally, is there a way to make (important) users (admins, mods) unchangeable?

I'm pretty sure if you make a user a superadmin by editing config.php I'm pretty sure it won't let regular admins edit them, but other super admins will be able to

My add-on, Moderator Essentials, includes functionality that enables moderators to ban without access to the admin panel.
