Adding Resources/Translations that already exist but are old

How is it handled if I would upload a newer version of a language pack which already exists.
Most of the times with a new release of an AddOn there are new phrases etc. So if one for V1.0 would exist and I would upload one I did for V1.3, would that cause a problem?
Also, if I redid one completely because I do not like the way it was done by someone else and I want to give people the choice, how would that be handled?

You would just update the existing translation and add a new version.

You are free to release your own translations, regardless of which ones currently exist.
It would need to be your own work though.
