The ability to subject a specific user to having their posts moderated in a specific forum would be a rather useful one - for us at least.

We have model specific forums and sometimes we get people who are basically a pita, when they wind up people in the forum, even though they don't own a car of that model.

Whilst we can ban them from a specific forum easily enough, what would be useful is to force any posts they make in that forum into the mod queue so that the mods can approve them, whilst everywhere else on the forum, their posts are not subject to moderator approval.

Currently there doesn't seem to be a 'subject to moderation rules' permission, my suggestion is that there is :)

If it's a permission, then it can be applied to individual users or user groups, as with any other permission.
