Add option to hide download button on all but the most recent version of a resource under the "History" tab

Currently as new versions of a resource are added, all of the old versions are still downloadable unless the manager/admin completely deletes them from the "History" tab. When a version is deleted from history you also remove the ability for a user to view how often in the past versions have been released, what rating they had and how many downloads each version has had, which can be important information when trying to decide whether or not to use a resource.

It would be beneficial to be able to hide the download button from all but the most recent version available for a resource. This would be best implemented as an option set per resource.

I am also looking for an core solution instead changing the template.

Any comment from the developers?
