It appears that archives created by the xf-addon:build-release command line use relative paths on XenForo 2.0.9 and absolute paths on 2.0.10. An issue was reported by a Windows 10 user.
Did something change in the build-release procedure or the Zip library between 2.0.9 and 2.0.10? I'm not excluding the possibility of an issue with my local system, which uses PHP 7.2.10.
