Lack of interest Add note to appropriate Notices criteria sections that if multiple criteria are selected they all must be met

It appears I, and at least a few others, have been caught up on the Notices - User Criteria - "Privileges and status" options by selecting both "User is a guest" and "User is logged in" - with the intention of wanting to show the notice to everyone. When what we are actually doing is making it so no one can see the message because the way this criteria option section within Notices is setup is that the options here are mutually inclusive (all must be met to show notice), thus making the notice not show because it isn't possible for someone to be a guest + logged in.

This is confusing because the two sections right below this: "Connected Accounts" and "User Groups" have mutually exclusive options (either this or that). Then onto the next section which is "Content and achievements" which I would assume is also mutually exclusive options but I have no idea and have not tested.

Just appears that a note below these section titles explaining if multiple option sections are inclusive or exclusive to each other would help in making the options easier to understand and setup.
