XF 2.1 Accepting cookies (guests) shows "You must be logged-in to do that."

So I just noticed that when you as guest attempt to accept the cookies, you are being forwarded to "xxxxxx.com/account/dismiss-notice" with "You must be logged-in to do that.". Is there any reason why it's doing this rather than dismissing the cookies for said guest?

In which version of XF does it happen?
Disable all your addons and check what happens.
