[OzzModz] No Reply to Closed Threads 2.0.2

I never understood why this hasn't been a default feature. As a staff member, it's easy to overlook that a thread is closed, and post a reply. It's not a major issue to reopen a thread for a few seconds so a staffer can reply, then close it again. for this simple add-on.
