Expiring User Upgrades 2.6.2

• Fix handling of user-upgrades where the subscription price changes.
  • Appears to only affect user-upgrades sold via XF1.x legacy paypal payment provider, but may affect other 3rd party payment handlers
  • Does not fix user-upgrades which may be in a broken state. This will require manual fixup.
