So the default Xenforo FORUMS navtab doesn't support it? If not, would you suggest CSS as being the next best option? To be clear, the html is showing in the inspector, but is black font. I assume this means it is added as a text, during DOM load?

Okay, I have found that by commenting out this line from the navigation TEMPLATE, the menu items will no longer collapse: BUT, then the visitor details no longer move from the user bar above, to the Navigation bar below, when you resize to smaller than 800px. They just disappear altogether...

Go to Apperance > Style Properties > [UI.X] Footer > 9th Section Down. You will find the option "Fixed Jump Button Location" among others. Deselect the "Enable Fixed Jump To Bottom" and the "Enable Fixed Jump To Top" check boxes. Hope this helps!
