Well, I went ahead and readded the unregistered / unconfirmed row back to the xf_user_group table in phpmyadmin and that seems to have fixed it. I am now able to change permissions for guests. :)

I based it off the vbulletin bridge, but updated the columns in mysql. Didn't bother changing the vbulletin function names though.
