When I go into the users section of the admin, is the user id in the URL like this: /forums/admin.php?users/fred.971/edit So this user with the usename "fred" has a user id of "971"?

So for example on any forum, a post with this URL: forums/threads/thoughts-on-vibram-five-fingers.25614/ Means that a member with id #25614 made that post??? I am seeking the ID numbers of individual members on my forum, not the id numbers of posts :)
