Still have an issue. Exoic wants me to create an add-on and gave me this path to look for: AdminCP → Development → Add-ons → Create add-on, I do not see Add-Ons under Development.

Found the issue, I was not adding it to the src/config.php I am now and it works.

I am trying to enable Development mode to create an add-on. I have this setting in my config.php: $config['development']['enabled'] = true; I do not see Development on the left side bar in the Admin Control Panel. Am I missing something?

Where did you find that? I searched Phrases and Templates, but that didn't come up.

$config['development']['enabled'] = true; This did not allow me to make the change on the Public Navigation page either. I'm stuck.

I could not find anything like link nav.media. I did a search for "link" and "nav" to scan all instances of "media" in Phrases, but never found one that controls the name in the Navigation bar. I guess I'll try developer mode.

I am trying to change "Media" to "Photos" on the Public Navigation page but it will not let me modify the existing name. What is the trick?

Works for me in various browsers both logged in, and logged out. I did get the ad page, but only after I clicked on one of the links within the drop down menu.

Ok that's really weird. I just re-enabled to show you and it's working. No idea why, didn't change anything.
