That's the thing. We don't want it approved until the changes are made. We want them to adjust the topic based on the rules (which a lot of times they don't read) or if a moderator finds that they have content that needs to be adjusted because of the board age rating.

Yes. Older versions of Xenforo allows you to message users on their threads to modify it instead of DMing. It's useful for places you have to approve submissions. @Mike This is a problem too.

The members have no other user group with permissions that change them from the default gray option. That's why we were stuck on it for so long.

Okay, we seem to have found the problem. If we set it to Not Set (No), it doesn't work. We have to set it to Never for it to work as intended. Thank you again for the help!
