@Brogan Under Spam Management, Move / delete spammer's threads, Delete spammer's messages, Delete conversations by spammers, and Permanantly delete are all selected.

@Brogan I displayed a spam message, clicked on Spam (in blue), and followed the instructions. It took about 20 seconds to process, but all that user's content was still there!
What am I doing wrong?

I can't find Spam Management. If I do a search for Spam I get the options listed in my post from a few days before. If I search for Spam Management, I get no results at all. (Is it an add-on?)

How would I set up a cron job to (a) shred the logs and (b) activate/deactivate notices? I want to "rotate" three notices so that a different one appears each day (they are similar).

The standard Cookie Notice is only displayed if there are NO cookies from this particular forum present. Once you've visited the site, there's a cookie there and the Cookie Notice won't be shown again.
Unless you've set your browser to "delete cookies on exit", which means the Cookie Notice...
I myself don't use quotation marks and it works just fine.
And I doubt your URL is "mydomain.com". Why don't you post the actual contents? That might help.
