I'm getting this too on the current iOS 26.01 on my iPhone using Safari, Firefox or Chrome. The workaround is to tap the right arrow and then tap elsewhere on the screen. This removes Apple's popup and allows Reply to be tapped.

I think if all the devs did was simply keep customers more informed of current progress, much of this negative speculation would go away. It's a basic thing called expectation management and once again, demonstrates the importance of good quality communication with your customers.
