I would like to be able to add events to the calendar that are not tied to any specific threads or posts. I have over 100 events that I would like to bulk add manually somehow. Is this something I can do? Would I have to treat them as Holidays in order to do it or can they be added in another way?

Did you upload that file and overwrite your previous php.ini with it? Did you then restart Apache after?
