I figured it out. To removed the ability to make a thread or reply to a thread the permissions have to be set to Never, not No.

I'm an admin on an Xenforo powered forum but I'm not the licence holder. Because only licence holder are allowed to ask questions in the Customer Forums I cannot seek help in solving a problem. This seems like a sub-optimal approach for folks who are admins but not the licence holder.
