So finally, i have enabled manual approval of user, and created a custom question. I odn't have to worry anymore of users immediately creating a profile link and linking 1000s of backlinks using software. But now, how can i develop my forum if there are no much posts.

Right now what i do is ban them and delete all their posts. I ban even if i see a forum profile link to some crap. But i hold the name so they don't use it again.

Yes stop forum is enabled the problem is at the first time of registration itself confirmation email is not sent. and waits moderation to approve user. may be the setting is too high.

you don't have a choice other than deleting users. or create a folder named invalidforumusers in your mail account and redirect all the bounce back emails to this folder. so you can easily delete it.
