I mean this was the limit mentioned by one of the developers (@Mike) in that thread, the idea is these new spam bots are changing their email address dozen of times within an hour resulting in a lot of confirmation emails being sent.
I found a similar thread for the 1.5 version that such hardcoded option has been added to limit potential abuse.

I used to have no issues whatsoever for years but a couple weeks ago this issue randomly appeared:
Fatal Error: Allowed memory size of 134217728 bytes exhausted (tried to allocate 32 bytes)
The strange thing is the admincp works fine, some other random accounts are working fine as well...
