I'm getting my head around this so if Admin had
  1. a forum called Minutes and a user group called Committee Admin could ensure all members of Committee were marked as watched for Minutes and
  2. a forum called Historic Vehicles and a user group called Historic Owners Admin could ensure all members of Historic Owners were marked as watched for Historic Vehicles
  3. and so on
Is my understanding correct?

Is there a limit to the number of "rules"?

Does the users will stuck at forum subscription after uninstalling this addon? Does this addon using the default node subcription table?
No, your users will not be stuck. This add-on uses the native XenForo forum watch system and stores data in the default database tables.

If you uninstall the add-on, all existing subscriptions remain fully functional, and users can remove them manually at any time just like any other watched forum.
