[XB] User Upgrade Pages - Adds dedicated pages for each user upgrade, accessible from the account upgrades area

Adds dedicated pages for each user upgrade, accessible from the account upgrades area. Users with the proper permission will see a "View" button linking to a detailed upgrade page.

Useful for forums with multiple upgrade options, this add-on makes it easier to share direct links to specific upgrades.
