XF 1.5 Where do I add menu items and effect the order they appear?

I'm sure this is easy, but it's not coming to me. I need to add a menu item and move media to the end.

After more searching, it looks like the only way to do this is in the navigation template. Correct?

That's correct - the template must be edited to add new entries.

For add-on related items, you may need to edit the template modification, or disable it and add it back in manually.
