I still don’t understand why https://xenforo.com/community/whats-new/posts/ is placed under the main "Forum" tab. I get that one might want to put the link in the second menu bar, especially when using forum_list as the homepage, but admins should still have an easier option to adjust the tab placement appropriately.

As long as I use WhatsNew and even set it as the homepage, /whats-new/posts/ should be under WhatsNew.

Alternatively, one could consider having two different calls:

Call under Forum => Tab Forum
Call under WhatsNew => Tab WhatsNew

It wouldn’t be completely consistent or clearly separated, but it wouldn’t be any less logical than it currently is.

Did I see an addon a few weeks ago that fixes this design flaw? Unfortunately, I can’t find it anymore—does anyone know about it? Was it perhaps from Painbaker?

Alternatively, I’ve unfortunately forgotten where I can change it; maybe it was in Route.xml?

Does anyone know? Otherwise, I’ll go searching tonight...

I just simplified the whole thing by shuffling around the navigation so the new tab goes to new posts (members have a choice of either (1) their filtered new post list or (2) all new posts with no filter. By adding ?skip=1 to the nav URL you get the same new posts page but without filters.

Then the only other sub navigation is latest activity.

You can see it on my forum but as a guest you don't get the filtered New posts of course only New posts list or Latest Activity

Because it is Forum content.

New media and resources (both also linked from What's New) are shown under Media and Resources respectively.

That's your opinion, to me it's logical to have the content under the tab it belongs to.

What's New is just an overview page that consists of widgets showing new content from various parts of the platform and links to specific "new content" listings.

Certainly doable, but that IMHO would be somewhat confusing and (more) inconsistent (than the current behaviour).

If you go down that route, would you also want to show resource discussion threads under Resources if a link to them was clicked from a resource page?
Or a member profile under Media if a link to that was clicked from a media page?
Or a resource under Forum if a link to that resource was clicked from a trending content widget on forum home?
