If you disable all user upgrades users can no longer access the user upgrade account page, which is normally expected. However, if a user has an active subscription this means they are no longer able to cancel or manage their active subscription.

Steps to reproduce:

1. Create a user upgrade

2. Purchase that user upgrade

3. Disable that user upgrade

4. Attempt to upgrade the user upgrades page as this user
