XF 1.4 User Title Ladder?

Don't know if it's the User Title Ladder or something else. Having a brain freeze.

Would like to know 2 things.

1) If I allowed users to change to whatever they want. How would I do it? (see screenshots)

2) If I wanted only people who donate to change to whatever they want. How would I do it? (see screenshots)

The permission is 'Edit custom title'.

Create a user upgrade which adds members to a user group with has that permission set to Allow.
