Use first image within WYSIWYG editor if no icon was uploaded

This idea spans from the Article node setting. When a node is in the Article mode/setting, the following info bit is appended below the WYSIWYG editor:

About article images: Note: the first image in your article, whether linked directly or attached, will be used as the cover image.

I would like to see something similar exist within the Resources system: When the user fails to attach an icon to the resource, it will fall back to the first image found in the WYSIWYG editor, and if there's no image media found in the editor, fall back to using a default icon.



I would also then like to request two configurable options in the Resources panel - be it global (Allow resource icons 'area') and/or per-category (Resource features section) basis:
  1. Icon Mode of Operation, radio button selection option:
    1. Default: Ask user to upload icon.
    2. Require user to upload a unique icon independent of the attached/linked media.
    3. Ask user to upload icon, defer to using attached/link media for an icon.
  2. Placeholder Icon, radio button selection option:
    1. Default: Use font-awesome Cog Icon.
    2. Generate an icon based on the first letter of the resource name (similar to avatars).
    3. Display no Icon or cog when no icon is found or uploaded.
