XF 1.1 Upgrading from 1.04 and "Include threads from this forum when users click "What's New?" doesn't save

I'm testing out an upgrade on my dev server.

Both:
Count messages posted in this forum toward user total
Include threads from this forum when users click "What's New?"

cannot be unchecked and then saved. Is there a CHMOD that I need to change?

Any addons? Try disabling them to see if that fixes the error.

Or maybe a file problem:

Admin CP -> Tools -> File Health Check

I ran it and this came up.

All 1,065 checked files are present and correct.

I'm now disabling all the mods and turning them all on one at a time.
