Lack of interest Upgrades permission

Currently it seems all User Groups are allowed to upgrade. We have a "restricted" user group that we do not want to allow the ability to purchase upgrades. I can't seem to find a setting for this.

I like this. I would like to be able to not allow upgrades to certain usergroups too.
