XF 2.3 Up Down Arrow

With the Question option that includes the up and down arrows. It seems like it does not actually move the post up or down. Is that the way it is expected to work? It's more of a thumbs up or down count on the test I did.

It's voting on the 'correct' answer. it doesn't move the order of the response ala stack overflow style

But it is confusing so I’ve changed them to thumbs up and thumbs down to give everyone a better idea what they are, less cryptic.
