XF 2.0 Two step verification problems

I think I have a big problem. Some time ago I opened a community with XenForo and create an extra account with administration permissions. The main administrator account is protected by two-step verification with google authenticator but today I just lost my cell phone where I had the App and the photo with the extra codes. I am the administrator of the server where I have hosted XenForo. How can I recover the account?

You can disable 2FA by editing config.php

I'm curious why this isn't an interface setting rather then something where have to edit the actual code?

If you don't have access to the 2FA codes to log in to the ACP, then having the option there to disable it would defeat the purpose.
