But I don't understand why in Admin I have to add the user in Staff and then set all the permissions manually.

Setting Staff status does not grant any special permissions.
It shows the account in the staff sections and prevents them from being ignored by other members.

Moderator permissions can be set at the user group (if all moderators have the same permissions), or user level for custom permissions.

Arguably the most important part of a forum is its user base. XenForo contains a wide range of user management tools in the Users section of the admin control panel.

If you want a particular styling to be applied, create a special group and style there (as instructed in that documentation section), but you don't have to as the documentation states what a ban consists of.

Yep... real easy to find in the ACP under Users->User Discipline->Banned Users
