I read this guide


But I don't understand why in Admin I have to add the user in Staff and then set all the permissions manually.

Setting Staff status does not grant any special permissions.
It shows the account in the staff sections and prevents them from being ignored by other members.

Moderator permissions can be set at the user group (if all moderators have the same permissions), or user level for custom permissions.
 
If I want to ban a user instead, how should I do? Do I need to create a new user group and set permissions?
If you want a particular styling to be applied, create a special group and style there (as instructed in that documentation section), but you don't have to as the documentation states what a ban consists of.
