XF 1.4 Spam Management setup

I'm having hard time setting up the "Spam Management" feature. I set all 3 values to zero and I expected to see the spam link in the forum treads and user profile (as explained here https://xenforo.com/help/spam/) but I don't see the Spam link. What am I missing?

I just noticed that when I login as the ACP admin then I can see the spam option . However when I login using my forum Administrator profile then I don't see the Spam links. What needs to be tweaked?

You need to set the spam cleaner user group permission for that user.

Allowing "Use the spam cleaner" permission in the Moderator group did the trick
