Lack of interest Set failure cut-off for image proxy & oembed

When a target URL for image proxy or oembed fails, XenForo will retry forever (max. once / day) - but will give up on unfurl after 3 failures.

This seems to be somewhat inconsistent and pointless, if a URL is permanently dead it most likely won't ever come back.

I therefore suggest to set a (admin configurable) cut-off after which XenForo will not try a failed URL again but consider it dead.
