XF 2.2 Random PDF files won't attach

Recently (last week) members have reported some (not all) PDF files failing to attach
Specs.pdf fails to attach.
Test.pdf from https://xenforo.com/community/threads/pdf-files-wont-attach.195835/
loads without an error


When attempting to attach dialogue runs but doesn't identify as pdf




Pressing F12 and selecting the Console tab showed these errors

It's a server issue returning a 403 error.

Contact your host.

It will be due to a security mechanism.

I had the same issue a couple of days ago, the cause being ModSecurity.
