Not a bug Not showing image in href before login

I have an image as a link in my front page leading to a multilingual page

whenever someone calls that page it only shown the ALT text UNTIL that person logs in, then it shows the image.
This a repeatable.

The image is an attachment and you have permissions set such that guests are not allowed to view attachments. You would need to change permissions to allow guests to view attachments, or upload the image directly somewhere instead.

can you hint me at the location of that setting?
I looked under

• Groups & permissions
• User groups Edit user group: Unregistered / Unconfirmed

but there is no reference to pictures.
