XF 2.3 migration issue

Just migrated from one server to another now all our posts have weird characters in them:

This sort if things usually show up when the database encoding isn't setup properly. You may want to outline what steps you took for the migration to occur. If you did a backup and then restore to the new server, you may have not have exported the data correctly which could produce the artifacts.

Possibly.

@MySiteGuy handles a lot of data conversions, he may be able to tell you if there is a workable solution or not.
