I would like to see a "Manually Upgrade User" link be added to the "Actions" pull down on the "Edit User" page.

I believe this would be the most convenient place to use it, as, in my case, I have usually just been looking over the users information before using this feature. I also expect it would solve the problem of other Xenforo admins who are having trouble finding it.
