XF 2.1 Make threads visible only to original poster and users the OP chooses

I would like to make a forum with permissions so that for new threads:

• the original poster can see the new thread
• other users can't see the new thread
• the original poster can invite users to see that thread

The key part here is being able to have flexible sets of users that can see a thread while others can't by default.

Is it possible to do this (perhaps with some add-on)?

The use case I'm looking for is private meeting notes: some person from that meeting posts notes in the forum, but only people who were part of the meeting should be able to see it. Happy to hear any other ways to accomplish this.
