Add-on Limit forum usage for users who totally declined google ads

In accordance with the GDPR, the user has the option of deactivating all google ads. An add-on that prohibits such users or guests from continuing to use the forum would be interesting here. Is there a technical possibility to realize this?

I used this addon - but it doesn´t work on 2.3 anymore. And it does not detect if you declined all ads in the cookie GDPR consent menu.
