XF 2.3 Image optimization issue

I have recently upgraded and have begun the lengthy task of optimizing over 400k images at my site.
All is working great and I am pleased to move to webp images.

I do seem to have a peculiar issue though and wondered if anybody could help me out.

I have a user (moderator) who lives in Australia, when he uploads a JPG photo it does not convert to webp although all other members uploads work fine.
Is it likely some kind of setting I need to adjust ??

The function is global and applies to all uploads - it isn't user specific.

How have you confirmed that the images uploaded by this user are not being converted to webp?
Are they actual attachments, or embeds?

I can confirm they have not been converted and they are attachments

It is only an issue for this particular user at present too, which I find strange
