Actually, no.

There is no user permission preventing a user from seeing signatures.

If users already have signatures, you cannot prevent them from being shown, even if you turn off the ability to edit signatures.

Users can manually turn off the display of signatures in their profile - but it's not something that can be enforced by admins.

To totally disable signatures completely on an existing forum where some users already have signatures, you would need to:

1. disable the ability to edit signatures in user group permissions
2. do a batch update of users to remove existing signatures

On a brand new forum, option 1 would be sufficient.

You can use that add-on by @AndyB. I told him a long time ago to change the language from "View" to "Show" or Display" since it is not about viewing them. It will hide the sig a user has so no one sees it. So it's a display function.

Yes that will remove all, the other, it will hide for groups with no permission (so you can turn the permission off and it will hide them, or if they move groups,. etc.).
