How to create a support forum

Hello everybody,
I want to know whether it's possible to create a forum in Xenforo with the following structure:

1. Registered members pose questions.
2. All the questions end up in a single location within Xenforo (some kind of Inbox).
3. The moderator or Admin answers the question and sends the reply to the person who asked the question.

Requirements:

1. Members aren't allowed to create forums and can only use the one forum to enter their questions.
2. Members can't see other people's questions, only the moderator or Admin gets to see them.

Question:
Is it possible to create this functionality in Xenforo 'out of the box' or does it require custom programming or the installation of add-ons?

Use the View threads by others permission in a specific node to allow thread starters (and staff members) to see their own posts only.
