That is part of debug mode, which shouldn't be running on a live site. only enable it to run a test, then disable it.

reloading the page will reduce it to 0.04xs, I understand it's the cache thing. but will other users then all experience the 0.0xs after another use loaded this page for the first time? or they'll also have to go through the 0.3xxs - reload 0.04xxs routine?
